PLDT Enterprise brings Starlink to Camarines Sur, empowering remote communities
Ruby Montoya, Vice President and Head of Enterprise Revenue Group at PLDT Enterprise, and Governor Lray Villafuerte of Camarines Sur seal the partnership to power the province with Starlink satellite technology, strengthening connectivity in the province.
In a landmark move to accelerate digital transformation in the provinces, PLDT Enterprise has partnered with the Provincial Government of Camarines Sur (PG CamSur) to integrate Starlink’s Low Earth Orbit (LEO) satellite technology into its operations, bringing resilient connectivity in the region.
This partnership reflects both organizations’ shared goal of empowering underserved and geographically isolated communities through robust and reliable connectivity. This initiative is part of PLDT Enterprise’s broader commitment to equip LGUs with flexible, end-to-end digital solutions that enable better governance and inclusive growth.

“Connectivity is essential for us,” said Governor Lray Villafuerte. “With the support of PLDT Enterprise, we’ve enabled even our most remote communities to access high-speed internet, critical for sustaining our services in education and local governance.”

Bridging the digital divide with Starlink

Starlink technology was first deployed by the Camarines Sur LGU during the May 2025 national elections, helping ensure uninterrupted, secure communications even in far-flung voting precincts with limited traditional network access. The solution has since been adopted by the province to support a range of mission-critical services, including education, where it enhances online learning access for students in rural schools.

A longstanding partnership for inclusive progress

PLDT Enterprise’s relationship with Camarines Sur spans more than a decade, beginning with Smart postpaid mobile plans for key provincial leaders. Over time, this has expanded into a full-fledged ICT partnership that now includes:

• PLDT Satellite Internet through Starlink – enabling reliable internet even in remote communities
• Smart 5G Postpaid Plans – keeping officials and departments connected through Smart’s 5G technology
• Resilient Cloud Infrastructure – With support from ePLDT, the ICT subsidiary of the PLDT Group, the LGU leverages Amazon Web Services (AWS) to host critical applications in a secure, scalable cloud environment
• Cloud-Based Productivity Tools – Also deployed by ePLDT, the LGU utilizes Google Workspace for real-time collaboration and efficient communication, which helps enhance the overall delivery of public services.

Each solution is designed to improve operational agility and ensure that Camarines Sur’s digital backbone can support governance, education, and social development.

A commitment to supporting nation-building from the ground up

PLDT Enterprise’s integration of Starlink into its suite of solutions complements its existing fixed and wireless offerings, enabling a seamless, scalable, and end-to-end experience for its customers. Beyond provincial operations, these technologies serve essential sectors such as healthcare, agriculture, disaster response, and academic institutions—all of which rely on consistent digital access.
This initiative also supports the United Nations Sustainable Development Goals (SDGs) by promoting digital inclusion, economic empowerment, and infrastructure resiliency in underserved communities.
