DICT Enhances Emergency Government Communication Across the Philippines with Nationwide Commsbox Deployment
The DICT’s deployment of the Government Agency Communications Boxes (Commsbox) units across all 17 regions aims to prevent communication failures, particularly in isolated and remote areas, by providing high-speed, reliable connectivity during crises.
In a country facing an average of 20 typhoons each year, reliable communication during disasters can mean the difference between life and death. The Department of Information and Communications Technology (DICT) is addressing this challenge head-on by deploying 17 Government Agency Communications Boxes (Commsbox) across the Philippines. In partnership with internet service provider Stellarsat Solutions Inc. and Kacific Broadband Satellites (Kacific), this initiative ensures uninterrupted connectivity during emergencies, even in the most remote regions
Situated in the Pacific Typhoon Belt, the Philippines is among the most disaster-prone countries in the world. Disasters often disrupt communication networks, delaying rescue and recovery efforts and leading to significant economic losses and deaths. Research shows that the first 72 hours after a disaster are critical for saving lives, but communication breakdowns can severely hinder rescue teams’ ability to assess damage and coordinate among emergency responders for relief efforts.
 
The DICT’s deployment of the Commsbox units across all 17 regions aims to prevent these communication failures, particularly in isolated and remote areas, by providing high-speed, reliable connectivity during crises.
 
Empowering local governments for disaster management

Local governments are at the forefront of disaster response, responsible for managing risks and coordinating rescue efforts. However, many of these local agencies face capacity challenges due to geographic isolation and limited infrastructure. The Commsbox units are designed to directly support local governments by providing them with the tools they need to enhance communication and disaster resilience.
 
DICT Secretary Ivan John E. Uy said that it’s not just about having the right resources but capacitating local governments to act swiftly and effectively when disasters strike. He added that the Commsbox units will reduce response times and strengthen disaster resilience nationwide – from urban centers to the most remote areas. Secretary Uy reiterated that no community will be left behind as we work toward a safer, more connected nation.
 
Jeffrey Ian C. Dy, DICT Undersecretary for Infostructure Management, Cybersecurity, and Upskilling adds that with the increasing frequency of disasters in regions, it is more critical than ever that we enhance our communication infrastructure to ensure faster, more effective emergency response.
 
Commsbox: A game-changing tool for disaster response

The Commsbox is a portable, all-in-one satellite communications product specifically designed for rapid deployment in disaster zones. Developed by Kacific, this turnkey solution is tailored to the disaster response needs of Asia and the Pacific. The technology offers government agencies, civil defence, police, military, rescue services, and aid organisations the ability to quickly establish communication, even when traditional infrastructure is compromised.
 
Its ability to operate in harsh conditions and its rapid deployment capability sets the Commsbox apart as a reliable tool in disaster response. Pre-configured and solar-powered, each unit requires minimal setup, allowing rapid deployment. The sealed, fire- and water-resistant container houses a 55cm auto-pointing satellite dish, solar power pack, WiFi setup, and a user tablet, providing immediate high-speed internet access.
 
The portability of the Commsbox allows it to be pre-positioned in strategic locations or stored in disaster zones, ensuring that critical communication is restored within minutes. Once deployed, the Commsbox provides unlimited high-speed internet access with download speeds of up to 50 Mbps and upload speeds of up to 5 Mbps. The unit’s satellite antenna connects to the Kacific1 satellite, which offers widespread coverage across the Asia Pacific.

A partnership for long-term resilience

The collaboration between the DICT, Stellarsat Solutions Inc., and Kacific not only addresses immediate communication needs during crises but also represents a long-term investment in the country’s disaster response framework.
 
All Commsbox units were formally handed over to DICT Assistant Secretary for Regional Development, on October 28. Kacific will conduct training sessions for DICT regional representatives on how to operate the units, covering functionality, troubleshooting, and performance optimisation. Kacific’s local distributors will also be available to handle any technical issues, ensuring the units remain fully operational.
